2024年12月04日，清华大学建筑设计研究院有限公司（下称清华设计院）与马来西亚砂拉越政府投资贸易局、中国智慧能源产业联盟在马来西亚砂拉越首席副总理拿督阿玛·阿旺登雅及马来西亚圀安数码对接平台总裁张国安及副总裁林威錝的见证下，隆重签署了旨在推动中马在气候保护、碳中和、绿色城市、绿色能源、智慧能源建设等领域的技术交流与合作的战略合作备忘录。
作为该项目背后的关键推动者，圀安数码对接平台（GUOANN.COM）成功为清华设计院与马来西亚砂拉越州搭建了合作桥梁。通过平台的高效对接，双方在短时间内达成共识，实现了跨国合作的无缝衔接，为项目顺利启动奠定了坚实基础。我们深知，跨国合作常常面临文化差异、时差以及信息不对称等挑战。而圀安数码对接平台精准化解了这些问题，确保双方高效沟通与顺利协作。特别是在绿色低碳和智慧城市等前沿领域，平台帮助双方聚焦核心需求，提供更精准的市场洞察和资源对接，助力项目合作取得实质性进展。
On 4 December 2024, Architectural Design and Research Institute of Tsinghua University (THAD) signed a strategic cooperation memorandum with the Invest Sarawak and China Smart Energy Industry Alliance. The signing ceremony, The signing ceremony was witnessed by Datuk Amar Haji Awang Tengah Ali Hasan, Deputy Premier of Sarawak, along with the President of Guoann Dot Com Berhad, Teo Kok Ann, and Vice President Lim Huay Chong. The memorandum aims to promote technical exchange and collaboration between China and Malaysia in key areas such as climate protection, carbon neutrality, green cities, green energy, and smart energy development.
As the key facilitator behind this project, Guoann Dot Com Berhad successfully built a collaborative bridge between THAD and Sarawak, Malaysia. Leveraging the platform’s efficient matchmaking capabilities, both parties quickly reached a consensus, achieving seamless cross-border cooperation and laying a strong foundation for the project’s successful launch. We understand that cross-border collaborations often encounter challenges such as cultural differences, time zone discrepancies, and information asymmetry. Guoann Dot Com Berhad effectively resolved these issues, ensuring smooth communication and efficient collaboration. Particularly in advanced fields like green, low-carbon initiatives and smart cities, the platform helped both sides focus on their core objectives, offering accurate market insights and facilitating resource alignment, thereby driving substantial progress in the partnership.

砂拉越首席副总理拿督阿玛·阿旺登雅在签约仪式中表示，中马两国友谊源远流长，两国人民情谊深厚，交往频繁。特别是在绿色发展和碳中和领域的合作潜力巨大。他强调，合作的意义不仅在于推动绿色低碳技术在马来西亚的创新应用，更是在全球气候变化和可持续发展这一重要议题中做出的坚定承诺。
他指出，期待通过深化合作，为两国提供一个新的平台，进一步整合资源，切实有效地实现技术和项目落地，为实现节能减排目标、推动绿色经济增长谋实绩，为两国人民生活水平实现高质量发展谋福祉。
Datuk Amar Awang Tengah Ali Hasan, Deputy Premier of Sarawak stated at the signing ceremony that the friendship between China and Malaysia has a long history, with deep ties and frequent exchanges between the peoples of both countries. He particularly highlighted the vast potential for cooperation in the fields of green development and carbon neutrality. He emphasized that the significance of this collaboration lies not only in advancing the innovative application of green, low-carbon technologies in Malaysia but also in making a strong commitment to the important global issues of climate change and sustainable development.
He pointed out that he looks forward to deepening cooperation, providing a new platform for both countries, further integrating resources, and effectively implementing technologies and projects. This will help achieve energy-saving and emissions-reduction goals, promote green economic growth, and improve the quality of life for the people of both countries.

清华设计院副院长、副总建筑师唐鸿骏在致辞中提到，本次签约，是继2024年1月我院在马来亚大学同多方伙伴签署合作备忘录后的又一重要举措，也是清华设计院响应国家“一带一路”倡议，充分发挥自身优势，积极参与中国-马来西亚建筑业合作发展的重要举措之一。
唐鸿骏强调，清华设计院依托清华大学，始终致力于学术研究、技术创新与社会实践的有机结合。在建筑与能源的交汇领域，我院成立了交叉学科联合研究平台——“清华大学-建筑设计研究院有限公司协同创智联合研究中心”；同时，国际部下设的碳中和联合研究中心推动了中欧典型行业碳中和研究、德国能源署战略合作框架协议等，积极引领绿色技术的研发与应用。
本次合作，充分体现了“学研产”融合的优势。砂拉越作为东盟的重要经济体，在绿色能源开发和可持续发展方面具有独特优势；中国智慧能源产业联盟则在智慧能源领域拥有强大的市场推动力。三方的合作，清华设计院将进一步提升技术创新的深度和广度，为共建“一带一路”注入新的绿色动力。

In his speech, Shi Chun, Vice Chairman of the China Smart Energy Industry Alliance, pointed out that the tripartite cooperation will adopt an innovative model that combines government-driven and market-oriented approaches. Through close collaboration, the three parties will promote in-depth exchanges and joint efforts in key areas such as climate protection, carbon neutrality, green and smart energy development. The three parties will carefully construct a comprehensive service network covering project investment, technical guidance and consulting, business consulting, and more. They will also plan and organize a range of cross-border technical cooperation and exchange activities, such as industry summits, expos, procurement transactions, and business training, creating a vast and seamless platform for interaction and communication for both enterprises and professionals.
This signing not only further promotes China-Malaysia cooperation under the “Belt and Road” initiative but also injects new green momentum into global sustainable development. With the accelerated global green and low-carbon transformation, the close cooperation, complementary strengths, and strong partnership of the three parties will undoubtedly pave the way for a bright and sustainable future in green and smart development.
